Checking FLR (M) Submission Window (+ Passport expiring soon)

Hi everyone, I would like to check regarding our submission window for FLR (M). This is our first extension on a 5 yr route.

Passport Expiry: 8 Sept 2020
BRP Expires: 30 Oct 2020
Date of Entry to UK: 3 Feb 2018
So to count 30 months from 3 Feb 2018 = Monday, 3 August 2020 (2 years, 6 months)

Question 1: So can we submit our renewal between 25 August 2020 (30 months [2.5 years] & 22 days) to 3 September 2020 (31 months [2.7 years])? So that we can submit it in time before her travel document expires?

Question 2: If we submit this early, are there any consequences and/or anything important to take note of?

Our reason: The renewal of her passport are taking extremely long. I've heard people wait for it for 1 to 2 months (or if we want it faster; to go back to the home country and get it - which we obviously don't want to). So obviously we don't want to risk it and would rather just apply for the renewal early, if we're legally allowed to.

Q1. she can apply already, ie within 28 days before reaching 30 months. The latest she must apply is before her visa expires. She needs a valid passport at the time of application.

Q2. You're not submitting "early".

If the passport renewal consume 1-2 months and your visa is expiry on 30th October then why don't you just renew it now and apply with fully renewed passport.

So we're studying the online form now, to make sure we have all the information correct and up to date before submitting. We have found the following question a bit confusing:

And we're given the following options:
What type of visa, leave to enter or remain or other permission do you have to be in the UK?
  • Visit
    Work
    Study
    Family
    EEA residence permit or card
    Settlement
    Other
So I'm confused - should I choose Family or Settlement?

Back in 2017, when I was filling the online UKVI form, I remember they categorized my application as "Settlement".

So just want to be sure! Thanks

To be forthright - she has relatives that have renewed in February and yet to receive their passports. So I was "under"-exaggerated the 1-2 month timeline.

We just want to take any risks.

That being said, is there an advantage to apply as late as possible?

Ordinarily yes it is advantageous as you avail the maximum length of visa which dwindles any likelihood of shortfall over qualifying period whilst providing extra peace of mind by bringing the qualifying period of ILR earlier than the visa expiry in next extension. However, since IHS is increasing in OCTOBER and if you couldn't be able to get your passport be renewed in timely then ideally apply its renewal later.
