Bringing Dependents Over 18 to UK

Dear all,
Currently I'm in Tier2 ICT and have no further leave to remain.
I seek your support for two questions below.
1. When the new points based system is effective in Jan'21, can I apply the same without serving Tier 2 ICT cooling off period, provided I have an offer here?
2. My son is over 18 years and cannot do an independent living and he would require additional support. I would like to know in what circumstances can we bring in dependent children over 18 years of age to UK?
