Where to submit application?

I'm asking for a friend of mine. She wants to apply for PR using the skilled worker application, and we're trying to figure out where she must submit her application.

She's a Japanese citizen, and a month ago, moved to Canada to attend the U of Toronto to work on her masters.

I was looking at the CIC site, and it looks like she needs to send her application to the embassy in Manila, since she hasn't lived in Canada for a year. Is this right?

Any help would be appreciated! Thanks!

If you check the CIC site it should say" "admitted for at least one year", not "lived in Canada for one year"

Oh...that's right. So that means she sends her application to Buffalo?

Just wanted to clarify this. Don't want to have her send her stuff to the wrong place.
