ICT Tier 2 to ICT General under new Point based rule

Hi Team,

Can I now move from ICT Tier 2 to ICT General Visa directly without any cool off period under new point based rule which will come in effect from Jan 2021.
Or still I need to move to dependent Visa for 1 year before trying for ICT General Visa.
Can you please help on the above query.
