Letter from home office which state?

Does anyone knows that letter or document or on home office site state that when you apply for extension until decision made you can work in this country?

FLR Tier 1 Guidance Paragraph 11 says:

"You will be able to continue to work whilst your application is being considered, provided:
• You have previously been granted leave to enter or remain in the UK under the Highly Skilled Migrant Programme; and
• You submit a valid application to extend your leave to remain under the Highly Skilled Migrant Programme before your existing leave expires."
