School meals for reception class public fund or not

Hi all,

Hope all are keeping safe.
For Tier 2 dependent child (NRPF) who is in Reception, the school clarified that we do not need to pay for “school meals” as meals for pupils in years Reception to Year 2 are paid for by the government's Universal Free School Meals scheme.
My question is: is Gov universal school meal for a child in year Reception count as a public fund?
This is not clear from the guidance.

No it is not public funds.
