Tier 2 Inter company Transfer visa

Hello ,
I am a German national and my husband is on indian passport. We are living in germany since 9 years. My husband company has now transferred him to his london office branch.my question is can he apply for Tier 2 ICT from Germany or he needs to travel to india to do this as he is on indian passport. Thanks

Why does he not come over on an EEA family permit assuming you are also living to the uk?

He can apply for an ICT visa from any company where he has legal residence and is not in the country as as visitor.
