-IELTS academic for UKVI, taken 17/JAN/2019, got CEFR level C1

-UK passport, valid until 20 NOV 25
Evidence of council tax costs for the accommodation in the UK where you live or will live
-waiting for council tax bill letter
A marriage certificate, or a reasonable equivalent, for [ME] and [MY PARTNER]
-marriage certificate from 18th July 2020
Items of correspondence addressed to [ME] and [MY PARTNER] at the same address as evidence you have been living together since your last grant of leave in this category, or from the date you first started living together,...

-6 in my name (bank statement x3 [soft copy], GP letter, phone bill x2)
-6 in my partner’s name (GP letter) {I’ll ask for soft copies of phone bills and bank statements tomorrow}

-I only got the self assessment of 2019–2020, but we are applying the visa using Category G [last two financial years… do I need to get the one from 2018–2019 too?]

*does the '28 days rule' only apply to bank statements for financial requirements, or also to items of correspondance? Can you explain what it is?
*do I need to write a cover letter explaining my applciation?
