Can I switch to Skilled Worker Visa(point based) before ICT Tier 2 Expiry date?

Can I switch to Skilled Worker Visa(point based) before ICT Tier 2 Expiry date?

Dear Sir,

Myself, ICT Tier 2, Current expiry Date is 23 Oct 2020 (2 Years completed in ICT Visa), but I am extending 1 Year more in ICT Visa route, so new expiry date will be 23rd Oct 2021.

As we know that 'Skilled Worker Visa Route(point based system) will open from Jan 2021. So If I got another Employer's sponsored Job Offer Letter in Feb or Mar 2020, then can I switch to 'Skilled Worker Visa' before my current ICT's Expiry Date which is 23rd Oct 2021 ? And my cooling off period will be waived off or not ?
