Help understanding the immigration process

Hi,
I'm new to this forum, so let me start by introducing myself. I am a 35 year old Indian professional working in the IT industry for the past 14 years. I am planning to immigrate to Australia and am just starting the process now. Some other facts : I am planning to apply under the skilled sponsored (migrant) visa (subclass 176). My brother is an Australian Citizen ( via the PR Route ).

I have a few questions regarding the entire process. As I understand, the process is as under.

1. Apply for skill assessment with ACS.
2. Clear IELTS

Based on the information gathered so far, I think that ACS takes about 5-6 months, and (2) can happen in parallel to (1)

3. Apply for the visa.

Some questions regarding this entire process.

1. I am an indian by birth, but am currently working in US for the past 3 years on an L1 Visa. Should I file my application from the US, or do I need to file it from India ? If I file my application from US, and then move back to India, does it affect my processing times ?

2. When do I need to take the health exam. Does it have to be before I file the application, or do I receive a letter informing me to take the test ?

3. When do I need to take the police clearance ? Does it have to be before I file the application, or do I receive a letter informing me to take the clearance? If I am still in the US at that time, do I need to take a police clearance in the US, or from India ?

4. How soon do I need to respond to the letter for health exam and police verification ? I am asking this because if I am in US, and I am required to take the health exam and police verification in India, I will have to travle to India to get these done. If I do not respond for, say 6 months, will my application be rejected ?

I have specific questions related to the ACS assessment, but will post them in a separate thread.

Any help regarding these questions would be greatly appreciated.
