when is a Passport sized photo not a passport sized photo?

why does the visa VAF2 application say passport sized photos and provides a box to stick them in of appropriate size but they actually require photos of 2" x 2" square and will not accept what everyone considers passport sized?

I think american sizes differ from the brits

i should have mentioned this was at the UKVISA VFS office with an application for a UK visa. But the size they want is not the size everyone in UK and India considers passport sized. This is what the guard outside the office told me. So we had to go and get some instant 2x2's done. Inside the office there is a notice on the wall which does say that the photos have to be 2x2 very strange hmmm
