Discretionary leave

I am English and My husband is from iraq
We got married on 1/08/03 and will have been married for 5 years

My husband entered the UK on a 26/01/2001.
We applied for a Spouse visa and after a very long wait he was given Discretionary leave for 3 years (this expires in 15/05/ 2009).

My question is what do we need to apply for next and when should we apply
what we get after we apply or witch form we have to send to HO??
