BRP Card Not Issued

Hi Friends,

I came to UK on Tier 2 Visa on October 23rd and was in home quarantine for 14 days. From then on I went to Post office for collection of my BRP card. they always say that my card didn't arrive.

Could any one let me know how should i contact the Home office. I sent them the mail but, there is no response from last 12 days.

i even want to open the bank account, for which i didn't have any ID proof. Could any one let me know what is the Process and Id proof required.
