Need advice please

Afternoon all please I will urgently need some legal advice. My brother is 36 yrs old he came into UK for the 1st time and I want he to stay. He has 3 brothers and 1 sister that all born here in UK. Also, his late mum was a British citizen and all his family reside in this country apart from our Dad that is currently residing in Liberia.
Can this be possible that if I apply for him to remain in the country as a result of these family ties can this be granted. If it can what application will I have to use apply for him.
