Tier 2 Dependent: work in office and set up small business?

Hi everyone, hope 2021 is going to be better year for all of us.

My partner has tier2 pbs dependant visa due to my job.
He's currently also employed and having job at the office.

During lockdown he would like to start a business online and monetise his hobby.
Question:
1)Is he allowed to work in an office job + start a company and sell goods online? (in terms of tier 2 perspective)

2)Are there any restrictions to be a sole trader or setting up a limited company with tier 2(for main applicant and dependant perspective) ?

Pbs dependents can do any work, except work as a Dr or dentist in training or a sports person.

Make sure they are registered appropriately with HMRC if working for themselves.

The main tier 2 visa holder has restrictions, so I suggest you do not do this for yourself.
