FLRFP 1st extension passport detained on ssc biometrics

Hello everyone I applied FLRFP aplication for 1st extension in time I went for biometrics enrollment service and support centre I was surprised they detained my passport is that normal ?
Any information plz

Note: my aplication for fee waiver was accepted in December too no paid for biometrics as well.

I made an initial application for FLR(FP) recently and my passport and biometric card were detained too.
