Adult dependent relative BRP

Hi, I am a british citizen , only son of my widowed Indian father. I applied for Adult dependent relative for my father and he was successful. But he got back only his passport with the Indefinite leave to enter visa vignette on the passport on 10 Dec 2020 but not a decision letter (I didnt know then that a decision letter is also given). We came to the UK on 26 Jan 2021 and after self quarantine for 10 days, I went with my father to the post office I selected during the application process to collect his BRP (no decision letter was with me as I didnt have one). The BRP was not there, I have been repeatedly checking there and now its 84 days since the decision and 36 days since landing in the UK and he still has not got his BRP and just has his passport with ILE but no decision letter. His Indian passport is expiring soon and I need the BRP to get new passport reissued. I have filled the "report problem with BRP collection" form on 18 Feb, then 28th Feb but there is no response/solution for any of them. I have called the paid helpline on 0300 790 6268 with options 3-3-2- <card details>. The lady on the phone took my fathers GWF number during the application and other details. Then she said since he is now in the UK so I need to call 03001232241 and option 4. This number no longer exists when I tried calling and directs me to the gov.uk website. I therefore yesterday sent a complaint form online to UKVI on the website as I feel totally helpless. I am now worried my father's passport will expire and his BRP is still not come. Please let me know what steps I can take regarding BRP.

If he wants a BRP, then they may expect him apply for NTL.

Ok vinny, so you mean to say that there would be no BRP at all at the moment that I am stupidly waiting for?
The visa vignette on his passport is "Indefinite leave to enter" with an expiry date same as the passport expiry date. so does it mean when the passport expires/renewed on expiry the "indefinite leave to enter" visa vignette also becomes invalid?

It doesn’t become invalid for entry purposes, provided he hasn’t been absent from the UK for over two continuous years. However, he may face problems in other areas, such as with new employers or landlords, etc.

Hello Vinny, I just went through his application documents , especially the "what to do next" notes at the end of the "document checklist" that he got as an acknowledgement from vfs on the day he applied in Mumbai (note this is not the decision letter but just acknowledgement of documents provided. At one place it says "Within 10 days of arrival in the UK you will collect your BRP card from the following location: <Post Office Address>". So it does seem there is a BRP, just that its somehow not come after 37 days in the UK and 85 days since he got his passport back. So what should I do now? there seems to be no way to get in touch with Home Office regarding this. Should I just report BRP as lost?

The letters are generic and all state that about brp.

If he has a visa vignette expiring when his passport does, there is no brp to collect.
