Green card lottery - immigration intent?

Green card lottery - immigration intent?

Hi,

My parents often visit me in the US (im GC holder) and they have to get tourist visa (it lasts 2 years each time). I wanted to tell them to apply for GC lottery this year, but I am wondering whether this may have some influence on their visa issuance next time? Isn't there a question on the visa application about whether you ever seeked permanent residence? Even if not, do you think they would keep names of lottery applicants in database to crossreference them with non-immigrant visa applicants?

An immigration lawyer wrote about this in the BritishExpats forum a few months ago. He said that "immigration intent" is not the same thing as a desire to immigrate. You can wish you were able to move to the US while only intending to visit.

I don't know if applying for the DV lottery technically counts as "seeking permanent residence". It does in English, but I don't know if the same holds in Lawspeak...
