Multiple visas?

Hi,

I'm a UK national and my fiancé is Nigerian.
We are planning to marry in Nigeria and apply for the UK Spouse visa whilst I'm out there.

My question is whilst we are waiting for the spouse visa decision, can she enter the UK on a visit visa?

I appreciate that she may need to return to Nigeria to collect/activate the spouse visa.

Would she have to apply for a visitor visa?

She could be refused entry to the UK as they will see she has a pending spouse visa application and could assume she won't leave the UK.

She also can't have two simultaneous applications with ukvi. She also has to submit her passport with the spouse visa application.
