Accommodation Requirement (Council House): Spouse Visa

Spouse visa applicant.

Situation:
I live with my mother in the UK. She rents a council house and pays rent normally. No benefits etc.
I do not pay rent, and my spouse will not pay rent either. We will live here rent-free.
There are more than enough bedrooms for all of us, but I understand we need an inspection report to prove it will not be overcrowded. No problem.

Question:
The tenancy agreement does not mention anything about who may/may not live in the property. I assume my mother can let anyone stay rent free.
Do we require a letter with permission from the local council/housing association for us to both stay?
Alternatively, is a housing inspection report + letter from my mother stating we can live there rent-free acceptable, in the case of council housing?

I was in the same situation as you. I live with my parents in a council house. My parents do not pay rent or council tax. Plus my parents have lost their tenancy agreement documents.

We contacted the council for a letter to say it's okay for my wife to come and live in my parents property. The council gave us a voting register letter stating the property occupants' names.

I used an inspection report, a voting register letter stating the occupants of the property and a letter from my parents saying they are happy for my wife to stay in the property. This seemed to work fine for me and my wife got her spouse visa granted today.
