Exceptional Circumstances

Hello,
Im here on behalf of my sister who has mental health problems for quite a few years,
Quite recently she has been awarded PIP and she will now hopefully be able to bring her husband over to the UK as before she wasnt able to work due to her condition, She also receives UC and Child benefit.
My Question is, how should her husband apply basis of exceptional circumstances as theres kids involved and she has been and is struggling with everything for a while from looking after kids to looking after herself and needs her husband support desperatley.
Is there a seperate application or is it the same?
And what should my sister provide like what documents to prove her condition and care from doctors? should she include medication?

It's the same application form someone who is applying under adequate maintenance. See calculation of adequate maintenace here

She has 2 childrens with the current partner and 1 from a previous partner, all under 16,

For medical evidence what should we include along with all other documents?
Currently her doctor monitors her every 3 weeks,
Should she incude medication and letters from the doctors?

all of these are not needed as it won't make any difference to the application. You need to submit evidence of her claiming PIP but there's no harm including them if you want.

Couples weekly rate £117.40
Each dependent child £68.60 x 2
Family premium 17.65

You need total amount of £272.65 after rent and council tax has been deducted.

With applying for a visa is a solicitor important,
Could someone tell me how we can submit my brother in laws visa without a solicitor.
What is the best way to send them?

And also it would be such a massive help if someone could send a link supporting documents as a guide.

i know some people say complicated cases its best to hire a solicitor, What is a complicated spouse visa case?

Hello everyone,
Would my sisters stamp paper divorce deed stating 3 times “i divorce you” plus a verification of the stamp paper from the officer of tehsil mufti confirming divorce date and confirming its legal and registered be enough to satisfy ECO? in Azad Kashmir this is the only way they register divorce.
To be honest these are the only documents we can get,
I want to makesure i do my best for my sister so she can take it easy,
