Are you currently under 10 years route or 5 years route? and on what basis was your leave granted?

If you are going under the 10 years route, you do not need to meet the English language requirement.

It may be unavoidable to select one of the boxes so you can proceed with the application. Whichever one is chose, a cover letter will suffice in explaining situation of job retention scheme/furlough. If getting income them Yes will be more appropriate.
