Job creation question

Hi ,
i wanted to ask a question regarding job creation i have 3 employee working in toal

1 is working for full job A
2 & 3 are working part time for Job B

i just wanted to ask if person three who is working part time for Job B left the job can 2 person be offered full time role for Job will it count towards number of hours of job creation or it will be counted as a new Job
