No and no.
Even British citizens returning from a red-list country need to quarantine in a managed-quarantine hotel, so I can't see how people in the UK on a spouse visa would be exempt.
Do have a read of the guidance on booking and staying in a quarantine hotel if you’ve been in a red list country as I think it will answer most of your questions.- nurses arriving in England to work for the NHS can quarantine in managed quarantine accommodation provided by the NHS trust they’ll be working for
- students travelling to attend a boarding school in England may be able to quarantine at their boarding school
