Need Answers-Canadian Citizenship 2nd Generation Born Abroad

Hi I have an application to register and retain citizenship in for myself and my daughter but am confused what will happen if they do not finish processing my application before the new citizenship law comes into effect. My grandfather and family before him were Aboriginal Canadians and born in Canada. He served in the Canadian military and ended up living in the USA. He never got citizenship in the USA and was basically living in fear of being deported his entire life. My mother was born in the USA in 1964 but moved to Canada 7-8 years ago. She applied for Canadian citizenship and was granted it after there were some changes to incorporate children of unwed Canadian fathers. As I was going to turn 28 soon after this I applied to register and retain citizenship for myself and my daughter. I meet the requirements for this and was reasonably sure I would get citizenship. However, it has been over 2 years since I applied and I have received a letter that said my application was being put on hold pending the outcome of the Taylor appeal case. I was recently told by CIC that the hold has been lifted but they are waiting to process applications like mine until the new law comes in effect. I am not sure why they are doing this and I am wondering if I will still be eligible since the new law states that 2nd generations born abroad are not eligible. I was even told by CIC that I should think about immigrating to Canada which I think is ridiculous because I am Aboriginal and should have a right to be in Canada. Does anyone have any information about what they are doing for those who may not be eligible under the new law but already have an application in under the current law? The CIC representatives seem to be blissfully unaware so I am hoping for someone who may know something about this.
