Keep in mind that a legal separation is not a divorce.
I am not a legal professional in any jurisdiction, but that does not sound like a divorce. If it were a divorce document, one would not need to ask permission from an ex-spouse nor can an ex-spouse object to the subsequent marriage of their former partner anyway. So, if the document specifically states that, that causes me to doubt that it is a "divorce" document even more.
