South African visitor to Scotland

hi,

I know this is not immigration related but with the recent changes I am looking for some advice.

My mom received her 6 month visitor visa a couple weeks ago. She was planning traveling on the 13th and spending her Christmas with my family in Scotland.

But now SA is on the red list and as far as I can tell only residents are allowed into the UK. Are there any exceptions to this. She will do the full quarantine.

If you have been in a country or territory on the red list in the 10 days before you arrive in England, you will only be allowed to enter the UK if you either:

are a British or Irish National
have residence rights in the UK
