Driving Offence vs Criminal/Civil Offence - PBS Dependant Application

Hello Admins and Experts,

*** First and foremost, apologies :oops: if I am posting this in the wrong channel. Please advise if I have and I will immediately remove this post ***

I was issued a PCN (Penalty Charge Notice) by a Council after being found in contravention of 52M Failing to comply with a sign indicating a prohibition on certain types of vehicles (motor vehicles). In layman terms, using a vehicle type on a road that did not allowed for that type of vehicle.
I paid the reduced penalty of £60 promptly without contesting after receiving the notification in the post.

I am currently filling in my application for extending my visa as a PBS dependant. The question here is
1. Should the above be declared as:
a) Driving Offence OR :?
b) Criminal / Civil Offence

2. How does this it affect my application? :cry:

Just as a clarification on the above post, the PCN was issued to my vehicle and not to me or my licence. The vehicle is however registered exclusively to me.
