Citizenship certificate fee was returned

I submitted the online €950 payment last week and sent the signed declaration the same day. Both completed the day after approval letter received. However, this morning I can see in my bank account they have returned the payment to me. Status in the online portal is still "submitted". Has this happened to anyone else and can anyone suggest why this may be?

I submitted my online payment on 27th November 2021. And received email that process of payment is completed on 9/12/21. The email also mentioned Next thing I will receive will be the citizenship cert.

It could be happened for your photo or documents requirements are not met . You can email them with your application number
