Withdrawing unsubmitted application for which IHS fee was paid

Hello,

I was filling out spousal visa application to come and join my husband in the UK (British citizen). I paid for the IHS fee, but never submitted the actual application because our circumstances have changed and we decided to apply later.

The question is now - how to cancel the application form and request the IHS fee back?
