1st passport application: Is it possible that my citizenship certificate lost

Hi all,

My citizenship cert and my old passports were all delivered to the passport office on March 4th. It was signed. But the passport office has not received it yet and requested me to send the documents today. It has been signed and delivered to them for 11 working days. Is it possible that they lost my documents? Does anyone know how I can contact them? Thanks.
