Settlement visa VAF4 for widowed mother over 65 years

The settlement visa VAF4 for dependent widowed mother over 65 years refused for the following reasons by the ECO in India. The refusal order stats that:

I am satisfied that you are meeting the requirement under paragraph 317 of the Immigration Rules, except

(i) I am not satisfied that you are living alone in most exceptional compassionate circumstances (paragraph 317 (e) of HC 395 as amended)

(ii) refusal will not interfere with the article 8(i) of the Human Rights Act.

Can someone throw light whether para 317 (e) applicable for widowed mother over 65 years. Any success stories on appeal.
para 317 (i) (e) reads as:
(e) parent or grandparent under the age of 65 if living alone outside the United Kingdom in the most exceptional compassionate circumstances and mainly dependent financially on relatives settled in the United Kingdom; or
