No responce of the application receipt date : 04th April'07

I have applied for Australia PR under Class BN Subclass 136 (4312-11 : Ref. & Air conditioning Mechanic).

If I explain the history,
- Applied for assessment in August 06.
- Received negative answer in November 06.
- Again applied for assessment in December 06.
- Received answer in February 07 that you were already assessed as above mentioned code and TRA sent the 300 AUD DD back to me.
- Applied for PR with 1990 AUD.
- Application receipt date 04/04/2007.
- I communicated all changes in circumstance with all supporting documents' original scanned copy (like resignation of old company, joining letter of new company, salary sleep of new company etc.)
- At present 21/07/07 is current consideration date for paperbased offshore application.
- But, the case office is not alloted yet as per the last responce from DIAC on 21/10/08.
- They says only one thing necessary checks are going on, but no enquiry is made till date neighter with previous employer nor with present employer.

My spouce is Commerce Graduate from MS University, Baroda, Gujarat in English Medium, the college transcript stating the same is also submitted with Visa Application.

I have following questions :
(1) Should my spouce clear in IELTS, if yes then how many bands does she required ?
(2) Why the file is yet not alloted to Case Office ?
(3) What should be the problem and when the file will be considered ?
(4) What should be my stand now, can I change my job ?

I will be thankful if somebody can help me ?
