As an employee, do I need to inform of change of employer in case of TUPE transfer? or is this internally handled by Home Office. I am aware my employer has applied for a license within 20 days of transfer.

No, you don't have to do anything if both your current sponsor and your new employer have contacted the HO within 20 working days of the transfer (the latter applying for a sponsor licence). Both will have included your details in their submissions.
