settlement visa for relative in India

I have my mother who is Indian citizen residing in India. My mother has a ten year multi entry UK visit visa granted in April 2014 and valid until April2024.
I am British citizen, acquired via naturalisation (HSMP route) in 2013. I live with my family in the UK.
My mother has been visiting us regularly from India until March 2020.

I now wish to apply for a settlement/ILR for my mother.
Please can an advisor tell me what is the best route to apply for ILR for my mother?
Does the application need to be made in India? or can the application be made when my mother visits me in UK?
Does my mother needs to apply & get Family visa first before applying for the ILR?

The only option is the ADR Adult Dependent Relative visa. This has requirements that are near impossible to meet and the highest rate of refusal.
Once refused, it pulls down the curtain on her being able to get visitor visa to UK.

The ADR visa has a very high refusal rate. It is the most difficult visa to get and if you risk it and it is refused,it shuts the door to any future visit visas.

Think very carefully before you attempt this visa, it is very difficult to meet the requirements l,especially has she has proved strong ties to her home country to get a visitor visa

There is no form of family visa available for the scenario you outlined earlier.
