fee waiver question/Part 3 consent form when people aren't local

Hi, i need to get people to sign part 3 of the consent form (consent for home office to verify the information from third part sponsors), but none of them live locally and i need to send it by today. am i allowed to sign it on their behalf and include in brackets that they've given me permission?

Secondarily, on the fee waiver application i am uploading information from friends who give me money. some it says that communication from friends should be via email, but some of them are not tech literate or unavailable by today. am i allowed to write a word document of what they want to say, as long as it is the genuine truth?
