Yes.If he doesn't pass the Life in the UK test, then should he just apply for another extension
LIUK and B1 English test are mandatory for ILR. If he doesn't do the test, ILR will be refused.ILR and explain the test in the cover letter.

Then he should start putting the documents for another FLR together. This would give a more time to start practising again. I wish he would do that. He should also dedicate an hour or 2 daily to the online test.
