Chid Dependant Visa outside UK with one parent

Dear All,

I am in a very difficult situation, I Would like to bring my Kids and wife here in the UK as the current situation in Afghanistan is not ideal for Girls. I have managed to get the Pakistani Visa for my son and my 1st Daughter, My wife, and my 2nd Daughter are waiting for the decision on the Pakistani visa. I have brought the 2 of them to Pakistan boy and Girls, while there is visa is only valid for 60 days, Can I apply for them while the mother is waiting for the Pakistan visa? and once she gets the Pakistan visa then she needs to pass the English test as well. but in the meanwhile, the duration of the Pakistani visa is running out. Can I Apply for a UK visa only for my son and daughter while the mother is in the process of a Pakistan visa and the English test requirement?
NOTE: NADRA Only issued visas to my son and one daughter and for my wife and 2nd daughter the application is still pending. Can't Wait as the son is going to be 18 years old in August 2022. I am worried about the home office Sole parent responsibility thing.
