Deemed Leave or Visitor Visa?

Hi,

I have searched the uk immigration site and have confused myself. Can any tell me,

Does the home office reply to emails? I sent this query to them at public.enquiries email but I don't know if they even deal with the type of query I sent.

The situation.

My Financee mother is in Ireland on a tourist visa, 1 year multiple entry expiration date May 2023. Vietnamese passport holder. we want to go to Manchester from Dublin but the visitor visa has a lengthy delay. Does she qualify for deemed leave or is a visitor visa required?

She normally requires a UK visitor visa, giving her Leave to Enter (LTE), unless she holds a diplomatic passport.

the site doesn't say either/or just lists them as bullet points. That's why I'm unsure. according to the first point she is ok, according to the second point she needs the visa.

I'll simplify this for you. Even if she was living permanently in Ireland, and she's a visa national. Meaning she normally needs a visa to visit the UK.
Then there's no way around it, she still requires a visitors visa to visit the UK even for 1 day.
