Police Clearance certificate from Saudi Arabia

Hi All
I wil be grateful if anyone can advise me on this.

How to get a police clearance certificate from Saudi Arabia if I have wroked and left Saudi Arabia more than ten years ago?
As to my knowledge Saudi Arabia Gov will not issue police certificate unless you are currently residence there.

Problem is that many countries will issue nothing at all, if the person is neither a citizen nor a current resident.
