The BRP replacement service on gov.uk asks the question:
‘Does the account with the bank or utility company for which you have supplied information and supporting documents’ (in relation to evidence of continuous residence/proof of address) ‘relate to another person who is to provide you with financial support?’
What is the significance of this question, and should it be answered yes or no?
Often the account provided will be in joint names with a spouse, and so the other person on the account will be financially connected?

The question is asking whether there is only your name on the bill, or if it's a joint account.

This is a generic question on the form. Answer NO as it is not relevant to a BRP replacement application

Many thanks.
The BRP renewal application asks for passports since granted ‘settlement’, but evidence of continuous residence since becoming ‘permanent resident’. Are these two different things?
Entered on spouse visa, then got ILR (with original BRP) a couple of years later. ‘Settlement’ and ‘permanent resident’ are both from the original BRP issue date?
