Applying after having a working holiday maker visa

Hello,
I was hoping someone could clarify this for me. I heard a rumor that you can be denied a Tier 1 if you are applying immediately after having worked the 1 year of your working holiday maker visa. Because, since you spent only 1 year in the UK and you spent the whole time working you violated the rules of the visa that states you must spend 50% of your time working.

Again this is just a rumor and i have full faith it will be dispelled.
