British citizen living in US inviting parents to the Uk

Good evening house, please I would like some urgent advice on this issue , and I'm not sure where else to ask about it. please help me .
I have a brother who is a British citizen, he also owns a home in the UK whose mortgage he still pays monthly , however he recently moved to the US with his family, at the moment his taxes and payslips are now all in USD and paid to the United States. Is he still eligible to invite our mom even if he is currently not domicile in the UK ?
He has provided financial evidence to support the application, aswell as written a letter saying he is coming to the UK for holiday and would like to be with his mum for that time frame.
Do you reckon he is eligible to invite our mom ?

Please advice urgently. Thank you

I'm afraid there's no easy answer to this question.

It's within his rights to invite anyone anywhere.

If the visa would be granted based on those rights is a different argument. As you've rightly noted, they aren't exactly resident in the UK at the moment. In some cases, the ECO calls you to check on the application invitation letter for authenticity. How would it look exactly, if the phone number of the sponsor is +1 (transatlantic)?

Has your mum ever been to the UK before?

This would be critical to the evaluation process.
No sin in failing, you just have to try and try again!

Will your brother travel to the UK for the duration of your parents´visit?

If not, what will be the reason for the visit that your parents will state in their application and how long do they intend to stay?
