Health and Care Worker Visa

I am currently on a tourist visa and in the UK visiting family. I would like to apply for a for the health and care worker visa and I am aware that I cannot do it from within the uk but I need some clarification on a few things:
1. Can I complete my application on the UK Gov page, pay and then book my TLS appointment for biometrics and passport/document submission in another country that I am a resident of while I'm in the UK or the whole process has to be outside of the UK?
2. If I choose the "keep my passport" option when I attend my biometrics appointment, can I travel back to the UK on my tourist visa while I wait for an outcome for my health and care worker visa?

Point one - yes you can start the process in the U.K. but you will have to complete the application as if you were in your country of residence.

Point two - you have to enter the U.K. to activate your work visa so you can return under your visit visa but will technically have to leave the U.K. and re-enter. The other issue… your passport will be required at some point for the entry clearance / travel vignette to be issued into, they will send that to your country of residence address. So it in essence makes the whole process possible but impractical
