Question about ILR Application date and 28 Days Rule

Firstly, I would like to thank all members who always give valuable advises

Just would like to ask what is the earliest date when I can apply for ILR under skilled worker route, I have entered the UK first time on 8 October 2018? how 28 Days rule being used?

Your qualifying period starts from your initial visa issue date. You can apply within 28 days before the 5th anniversary of that date.

Can you state when the visa vignette was issued or the date on your BRP from back then?
