Dependant Visa for my Father

Hi, I wonder if anyone can help. My father is a dual Dutch/USA citizen, he has lived in the Netherlands for 25 years. He has recently asked about living with my partner and I in the UK. I received my British Passport in February 2020, as my mother was a born in the UK, following great advice on here, and I wanted to know if anyone could help me on this question.
My father is 77, receives a pension from the US and The Dutch government. He is fit, but recently had treatment for Prostate Cancer and lives in a house share with a family friend in the Netherlands. The family friend is selling their home and he is obviously concerned about the future.
Is he going to pass the dependants test for a visa to emigrate to the UK?

This likely means that you have never exercised treasury rights in the UK and so are not covered by the Withdrawal Agreement.
Is/was your partner an EEA citizen and if yes, are you married/in a civil partnership or is it a durable partnership/a relationship akin to marriage?
If both your partner and you are purely British citizens, it is highly unlikely that your father will qualify for an Adult Dependent Relative visa, which has very specific requirements over and above dependency.
