I've posted below the detailed response and working on the finances next time is something he will take seriously to at least demonstrate that he has enough money to support himself during the trip. We're more concerned about number 2 which is his ability to demonstrate ties to the country where he resides. He's a Moroccan expat living in the UAE for 2 years now with a decent salary, a permanent position and he provided his rental agreement as well as his UAE residence permit when applying. I've posted the detailed reasons of refusal below but my 2 questions are:
A. Besides these documents and a cover letter, what else provide or do to can he demonstrate these ties when applying again next time? Or does this reason get triggered if finances are not adequate and it's included in every rejection letter?
B. This is the second time he gets the visa rejected - he first applied 5 years ago as a student without providing any bank statements (which made sense why it got rejected). Two rejections are a lot and I understand it will put any new applications under more scrutiny. Any advice on how to overcome this and increase chances of success (besides of course sorting out finances and addressing point A)? perfect the next application, no chance for errors.

• After reviewing your personal bank statements for accounts ending 4101 and 4102 I note that the balance regularly drops to relatively low levels such as IRR 29,111,697 16.72 AED (£3.62) on 20/06/2023, 51.20 AED (£11.10) on 20/08/2023 and 60.52 AED (£51.20) on 23/10/2023 in account ending 4101 and 0.00 AED (£0.00) on 19/08/2023 and 0.00 AED (£0.00) on 21/10/2023 in account ending 4102. This pattern of activity would indicate that your monthly expenses are higher than you have stated. Therefore, I am not satisfied the documents you have submitted demonstrate your circumstances are as you have stated. This undermines the credibility of the information provided in your application and leads me to doubt the intentions of your visit. Prior to any applications, never move money about (App101), and if you do. Show the second account and have a cover letter to explain.
• In addition, it is your responsibility to satisfy me that your circumstances are such that if granted a visa to the UK, you will comply with all of the conditions attached to such visa and that you will leave the UK on completion of the proposed visit. You intend to travel to the UK to visit your brother and you have not shown from the supporting documents you have any other family members remaining in the country that you reside in or elsewhere. Furthermore, the documents you have provided do not demonstrate you hold any assets or property of your own. Did he get a letter from work saying that they're aware that he's planning to travel to the UK for X amount of time. He should have shown his letter of employment, Immigration status where he his. Anything that shows that he's happy and settled where he currently resides.
I therefore rejected your visit visa taking into account:
1. Your financial circumstances as well as your family, social and economic background
2. Your personal and economic ties to you country of residence
Just to give you some hope, I know someone that has been refused a visa to the UK 5 times. I don't believe he's desperate to visit the UK to the point of purchasing a property though...
