Owing Council tax for previous years- would this affect spouse visa PLS?

Sorry to be a pain. I asked this months ago but never got a clear answer. Im just worried and i dont want my spouse to get rejected because of a mistake and we waste loads of money.

Please im owing CT for some years(about £6000 when i was in financial difficulties) and even though im up to date with this year's, and paying off the other arrears directly on the council website bit by bit (because it is with the bailiffs), the CT bill for 2023/2024 still shows my arrears and even says it is subject to court proceedings. I have asked if i can get the latest year bill alone and they have said NO, it will always show the arrears.

is submitting CT absolutely mandatory as part of proof of address? ( i have someone who successfully got one by submitting her Sky bill and she wasn't rejected)?

Can i avoid submitting the CT bill or even though i submit the bill and it shows the arrears, it wont matter?
