Skilled worker visa with a £19,000 salary

I am a Graphic Designer currently on a Graduate visa (PSW). I have got a job offer from a company for a graphic designer position; they are offering a certificate of sponsorship, however the salary is £19,000. I am really interested in sponsorship, but I am curious if it is actually possible to have a visa approved with a salary of £19,000?

The role is on the shortage occupation list which allows 80% of the going rate to be paid. So technically you can be paid an incredibly low salary.
The only saving grace is the minimum living wage. If you are 23 or over you must be paid £10.42 per hour.
Based on £19,000 and £10.42 per hour you would be on a 35 hour week.
