Why might the 'assign' button would be inactive for a new CoS??

Hi all.

Extremely confused first-timer here. I've completed the candidate's details for a new CoS, we have one available to our company, and now I would like to assign it to this candidate. However, the button is inactive.

I selected this type: Skilled Worker (Switching immigration category - ISC liable)

I saw another forum user say that this happened to them this week and eventually worked later in the day, but I have been having this problem for over two days now with several re-log-ins and refreshes.

Might there be a setting somewhere that's restricting this?
